Kaa is the secondary antagonist of Disney's The Jungle Book franchise.

He is a massive Indian python who has developed the taste of humans like Mowgli and Shanti. He is one of Mowgli's archenemies, along with Shere Khan.

He was voiced by the late Sterling Holloway in the original film, and by Jim Cummings in the sequel.

He hypnotized and constricted Mowgli, and attempted to eat him upon spotting him.
When Bagheera interferes with the act, Kaa hypnotizes him and attempts to eat him in spite of his attempts to diffuse the situation.
Upon spotting Mowgli again, he tricks him into trusting him and then hypnotizes him while singing "Trust In Me" before trying to trap and eat him once more.
Upon spotting Shanti, he hypnotizes her in an attempt to eat her.
While he only wants to eat for food and survival, he is sadistic and enjoys toying with his prey. Furthermore, while most pythons would constrict their prey to death first, Kaa attempts to swallow both Mowgli and Shanti alive.
Given how Kaa immediately recognizes Mowgli as human, and is apparently familiar with the taste of humans, he's likely consumed others in the past

Why He Doesn't Pass The Baseline?[]

His worst act is just trying to kill 3 characters, making him bog-standard.
He fails the heinous standards to Shere Khan, who is also bog-standard. Even if he did a general baseline passing crime, he still fails the in-story standard as Shere Kahn attempted to kill five characters.
He dislikes Shere Khan for wanting to kill Mowgli for pleasure rather than for food, though he does exhibit sadism himself.
He is sympathetic in the scene where he is oblivious to Mowgli’s whereabouts but is interrogated by Shere Khan anyway. It also makes him a scapegoat.
He also has some moments where he isn't taken seriously and is pretty incompetent as he constantly fails at trying to kill his prey.
He is debatably not even a villain at all, since all Kaa wanted to do was hunt for food, like real life predators. In fact, on rare occasion real life pythons have consumed humans. Although he was targeting Mowgli, Kaa simply desires to eat Mowgli for survival rather than selfish goals, so basically, he's doing what nature intended for him to do.
While Kaa does attempt to swallow Mowgli alive, he also speaks gently to Mowgli and mercifully hypnotized him to relax into sleep first so that the man-cub wasn't aware of his fate, implying that Kaa didn't want Mowgli to suffer.
Kaa never specifically stalked or went out of his way to find human prey, as both Mowgli and Shanti happened to unknowingly approach him, while Kaa just opportunistically took advantage of the situation.
